树欲静而风不止！小马科斯政府在挑衅中国的道路，丝毫没有停下脚步的意图。

据《环球时报》5月16日报道，一个名为“这是我们的”菲律宾“民间组织”昨天组织5艘商业渔船约200名渔民驶向黄岩岛周围海域，大约有20多家西方媒体的40多名记者随行。该组织表示，此次航行的目的是维护他们对有争议水道的权益。

虽然美国尚未对此事发声，菲律宾的小马科斯政府也强调“他们与政府没有任何关系”，这个组织者也高举“民间”“和平”的幌子，但地球人都知道此行既不和平也非民间。正确表述应该是：这是华盛顿方面操控，小马科斯政府策动，相关组织承办的挑衅行动。

黄岩岛的主权咱们不用赘述了，无论是从历史权益还是现实控制，都是毫无争议的中国岛礁。但为了照顾在这边海域作业的菲律宾渔民生计，中方在2016年与菲律宾政府达成协议，同意菲方少量小型渔船正常捕鱼的请求，同时依法进行管理和监督。

事实的经纬非常清楚，一个民间组织有什么资格对中国的主权质疑，它又有什么能力维护相关水道权益？很明显是在挂羊头卖狗，以民间组织为愰子淡化此行的政治色彩。它带去的数十名媒体记者，就是为了在国际社会卖惨罢了。

“这是我们的”是一个由菲渔民和农民团体、艺术家、企业家、教会领袖和青年社会活动人士组成的联盟，常年受美方机构资助。说到底，这就是美国人豢养的一个包衣。这个组织得到美国南海“妙手”战略计划的支持，以“对抗中国在南海的主导地位”。

“妙手”战略主要是利用美国操控的民间组织打头阵，由西方媒体配合其抹黑中国海警在南海的维权执法行动，鼓动南海域内相关国家政府在南海问题上对华强硬，破坏中国与南海域内国家努力营造的和平局面，这也就是为什么每次挑衅都要带上大量西方媒体记者。

说到底，这就是美国对中国的进行的一次非战争军事行动——舆论战。

三 | 与以前进行了贸易战、科技战、外交战等一脉相承，是其对华混合战争的一个重要组成部分。对于菲律宾的小马科斯政府来说，不过是想搭美国遏华战略的便车，谋求个人的政治私利。

之所以说是个人政治私利，因为他的所作所为不但维护不了菲律宾的利益，还会适得其反。因为以中菲两国的实力差距，菲律宾想从中国手中讨点便宜，唯一的办法就是放低身段、相向而行，越是挑衅越容易遭到迎头痛击。新加坡人就非常清楚，他们认为中美都不是“做慈善”的大国，只是实现自己利益的方式不一样，所以坚决不在中美间选边站队。

小马斯在中美之间选边站队，绝不可能是为了菲律宾的国家利益。
